Development and Implementation (PDI) under Defense Procurement
and Acquisition Policy (DPAP) wants you to stay current on implementation
progress, announcements and events. This newsletter is just one
avenue to keeping you up to date. There are many resources available
including web-based toolkits, videos, bi-coastal events, training
seminars and online tutorials. |

The Honorable
John Young, Under Secretary of Defense AT&L signed the “Policy
for Item Unique Identification (IUID) of Tangible Personal Property – Oversight
of IUID Implementation Planning and Execution” on March 14,
2008. This oversight memo directs the management of ACAT 1D IUID
Implementation Plan submission
to be included within the Department’s normal acquisition review
process. In addition to the IUID Implementation Plans requirements,
each program will address critical reporting elements using the Systems
Engineering Plan and Life Cycle Supportability documents
when being considered by the Defense Acquisition Review Board. Newly
identified ACAT 1D Programs should prepare and submit their plans
to the appropriate Overarching Integrated Product Team (OIPT) Chair
within 90 days after such designation.
For non ACAT 1D programs, the respective MDAs will approve plans
for newly identified programs and ensure all existing plans have
been reviewed and are updated prior to milestone decisions or at
least annually.

Final Event of the Year
On April 8th and 9th, the second UID & eBusiness Forum
of 2008 took place in Huntsville, AL. The event attracted 489 participants
that took advantage of the 2 day conference sessions, networking
functions and exhibit hall demonstrations.
The next Forum, and the last of the fiscal 2008 series, will take
place June 17-18 in Sacramento, CA. The conference program will offer
sessions
on both IUID implementation and eBusiness strategies.
Funded registrations are still available for Defense personnel that
have not previously attended a Forum using a funded registration – act
fast! For any alumni that would like to attend the Forum again to
continue with their education, network and see the latest technology
tools, a discount of $100.00 is offered (enter “ALUMNI” in
the discount code during online registration). Registration rates
increase on May 20th!
In addition to the conference sessions and the exhibit hall, the
IUID Awards will be distributed during the event,
and the exhibit hall will feature a WAWF and a Registry demonstration

Program Managers and all DoD Contractors are highly encouraged
to attend the Forum to stay informed of the UID Policy and eBusiness

Acknowledging Key Individuals and Team Excellence
The April 8-9 2008 UID & eBusiness Forum, held
in Huntsville, Alabama, continued the recognition of individuals
for their contributions to IUID and marked the first distribution
of the IUID Team Excellence Award. Mr. Michael Wadley (US Army
Aviation and Missile Command (AMCOM)) received the IUID Individual
Contribution Award. Major Robert Charlton (USMC/Norway IUID & PLCS),
Mr. Mark Byrne (Lockheed Martin/Norway IUID & PLCS) and
Mr. Paul Varian (Robotic Systems Joint Program Office) received
the IUID Team Excellence Awards. |

Landmark Status
The IUID Registry is rapidly growing and has
exceeded 3 million items!
Insight Technology, the maker of the Advanced Target Pointer Illuminator
Aiming Light (ATPIAL) submitted the 3 millionth item via XML on April
3, 2008. ATPIAL is a multifunction laser device that emits visible
infrared laser for precise weapon aiming, target acquisition and
target/area illumination under any lighting condition.
Insight Technology also submitted the landmark 1 millionth Registry
item in February 2007. InfinID Technologies provides the Registry
data submission capability for Insight Technology.

Data Exchange Specification
The UID Policy
Office has been actively working with emerging data
exchange standards that
have value
to eBusiness and IUID Implementations. There are several ISO 10303
DEX development efforts underway. An Aviation Maintenance DEX using
AP 239, PLCS was just released (April 2008) by OASIS for public comment
and is one of several such projects ongoing. We encourage you to
review and comment as this proposed Aviation Maintenance DEX is a
significant contribution by OASIS and could have far-reaching impacts.

The Percival Award
Each year AIM Global recognizes leaders in the Automatic
Identification and Mobility industry. This year AIM Global presented
Mr. Robert Leibrandt (UID Policy Office) with the Percival Award.
The Percival Award was |
established in 1982 to honor Don Percival,
an early founder and pioneer in the development of barcode
scanning. The annual award is presented to an individual or
organization from the user community recognized for outstanding
contributions to the application of automatic identification
and data capture technologies. Mr. Leibrandt was recognized
for his leadership within the IUID and international standards
communities.

The Auto ID/RFID Showcase April
30, 2008 in Novi, Michigan provided attendees an opportunity to
discover how aerospace, automotive and military are using automatic
identification technologies for part traceability, increased productivity,
error-proofing, cost reductions, quality control and more.
Throughout the conference automatic identification experts from
the Department of Defense, OEMs, and supplier organizations presented
successful applications and current development efforts toward
global standards. Featured on the robust agenda were Mr. Robert
Leibrandt (UID Policy Office) and Mr. Fred Schramm (NASA), who
discussed the latest emerging technologies in part-marking applications
and real world applications and success stories. In addition, a
full track of sessions was dedicated to RFID applications.
The Auto ID/RFID Showcase also hosted an exhibit area, where attendees
were able to see many Auto ID technologies in action as some of
the leading solution providers demonstrated their products and
services.
